Each country has its own special procedures in obtaining of citizenship, therefore, when you plan to move to another country on a permanent basis, it is better to plan the procedure of obtaining of citizenship in advance.
Procedure of obtaining of Azerbaijani nationality has its’ own characteristics, which must be taken into account in order to properly apply and obtain.

Who is the citizen of Azerbaijan?
According to the Law of the Republic of Azerbaijan “On Citizenship”, a citizen of Azerbaijan is a person belonging to the Azerbaijani state, having political and legal ties with it, as well as mutual rights and obligations.
In case of determination of citizenship in Azerbaijan, the right of blood (Jus sanguinis) and the birthright (Jus soli) are applied.
Thus, a person born on the territory of Azerbaijan or from citizens of Azerbaijan is a citizen of Azerbaijan. At the same time, a person whose parent is an Azerbaijani citizen is also recognized as an Azerbaijani citizen.
Conditions for obtaining citizenship of Azerbaijan
Foreigners and stateless persons can be accepted for the Azerbaijani citizenship on the basis of their own application, provided that the following mandatory criteria are observed:
1) permanently live in Azerbaijan on a legal basis for the last 5 years (the 5-year period is calculated from the date of issuance of a permanent residence permit);
2) have a legal source of income;
3) comply with the Constitution and Laws of the Republic of Azerbaijan;
4) submit relevant documents on the knowledge of azerbaijani language.
Where to apply for Azerbaijani citizenship?
Foreigners and stateless persons can apply to the State Migration Service of Azerbaijan to accept citizenship of Azerbaijan.
However, the President of the Republic of Azerbaijan have the right to settle issues of citizenship and issues appropriate order.
The process of reviewing your application before making a decision on the issuance of Azerbaijani citizenship may take several months.
In practice, foreigner can obtain Azerbaijani citizenship through the process of obtaining of a temporary residence permit (TRP). You can find out more about the process of obtaining of a TRP in Azerbaijan here.
If you live in Azerbaijan for at least 2 years on the basis of a TRP, it’s possible to apply for permanent residence (PR). You can find out more about the process of obtaing of a PR in Azerbaijan here.
What documents are required to apply for Azerbaijani citizenship?
1) Application form (in 2 copies);
2) Application addressed to the President of the Republic of Azerbaijan (in 2 copies);
4) 4 photos sized 3×4 см;
8) Document certifying the existence of legal income. It can be one of the following documents:
– reference from workplace;
– reference from tax authority on incomes of physical person;
– reference on receiving alimony;
– reference on income of guardian;
– certificate of inheritance & etc.
If a person does not work, he/she can be sponsored by a citizen of the Republic of Azerbaijan. In this case:
– Sponsorship application of the sponsor (notarized);
– ID of the sponsor (notarized);
– Document confirming that the sponsor has a legal source of income.
9) Copy of the court decision establishing the fact that the person does not have citizenship of any state, as well as permanently resides in the Republic of Azerbaijan in accordance with the fourth part of Article 14 of the Law of the Republic of Azerbaijan “On Citizenship of the Republic of Azerbaijan;
10) For persons with high achievements in the field of science, technology, culture or sports – justified application of the state body inviting him/her to the Republic of Azerbaijan.
11) Copies of ID cards of close relatives who are citizens of the Republic of Azerbaijan (if any).
FAQ
Can I apply for azerbaijani nationality if I live in Azerbaijan for 5 last years on a basis of TRP?
No. A mandatory basis to apply for azerbaijani nationality is to live in the territory of Azerbaijan for last 5 years on the basis of permanent residence.

How to pass language test?
The test consists from knowledge of history and Azerbaijani language skills.
Language testing includes reading, writing and speaking.
If a child was born in Azerbaijan from foreign citizens. Can he obtain Azerbaijani nationality?
No. A child can obtain Azerbaijani nationality only if one or both parents are citizens of Azerbaijan.
According to Article 13 of the Law of the Republic of Azerbaijan “On Citizenship”, if the parents of the child are unknown, then the child can obtain citizenship of Azerbaijan.
